Advice and Welfare 

Our Welfare Benefits Officer works across the organisation advising on and assisting in claiming PIP and ESA payments for all members of Andover and District Mencap, both children and adults, and their families. This support included: completing applications, reviews, together with face to face and telephone advice.

Supporting 36% of our adult service users to live independently can be challenging but our Welfare Officer deals with the Department of Work and Pensions on your behalf, and communicates with Test Valley Borough Council in connection with Housing Benefit and Council Tax Benefit including all relevant exemptions and ensures that all changes are notified in due form.

Our Welfare Benefits Officer has also provided support to a range of audiences, including Special schools in Basingstoke and Winchester, The senior parent’s group, social media and our members, regarding changes to the Welfare Benefits system.

What we can expect regarding Welfare Benefit changes in 2019

 The migration of adults over age 16 from Disability Living Allowance to Personal Independence Payment will continue and it is hoped that most people will have moved over by the end of the year.

The process starts with a letter from DWP advising that the current award of DLA is coming to an end and it will be necessary to make a claim for PIP instead.

Step 1 is to make a telephone call to register the claim.

Step 2 is to complete the PIP2 form by a specific date.

Step 3 is for some people to be called to attend a face to face

assessment before an award is made.

Universal Credit is getting closer. Andover Job Centre is now

operating a full-service area which means that new claims and

changes of circumstance will involve claiming Universal Credit.

All existing legacy benefit claimants (this means everyone else who is in receipt of Income Related Employment and Support Allowance) will be part of a ‘managed migration’ which seems to have a moveable start date and the details of how it will be processed are also

somewhat vague.

We must be prepared for the fact that some of our sons/daughters/clients may be affected this year.
